Fix the user interface of this tool, or, finish it, it is not complete at all and it behaves differently in Mac and Win.
There should only be one place to "continue" with the process, why have two places to click to be able to access the license?
The "sign in" place should not be above and tiny, it should be in the same button below where it says "continue". Instead of having to look at another place to sign in, it should say "sign in" then we are in the license area and we can see what we need to do. Upload and or Download.
Too many steps and clicks!

Open the tool>(all steps in the same button)
Sign in
Depending on where the license is, then:
Upload
Download
Done.
